Colloque: les trajectoires migratoires vers l’UE au XXIe siècle (Marseille, 18-19 juin)

La PLAGE co-organise avec la Bibliothèque Marseillaise à Vocation Régionale, l’Alcazar, et le programme MIMED (MMSH-Migration en Méditerranée), deux journées de rencontres et de débats sur le thème des migrations vers l’Union Européenne.

La première journée sera consacrée d’une part à la présentation et à la clôture de l’exposition cartographique et géographique de Philippe Rekacewicz « Frontières, migrants et réfugiés » … et d’autre part à une rencontre sous le titre : « Du Sahara à la Mer Egée : Horizon Europe ».

Nous aborderons lors de la deuxième journée la question des camps de rétention – « L’enfermement, une étape dans les trajectoires migratoires ? » – puis celle du travail associatif et des relations entre la société civil et l’administration, notamment dans le contexte marseillais.

LIBE-Odysseus Network Round Table (26 April) and LIBE Meeting Agenda

A Round Table on “Towards a Common European Asylum System: A study on some horizontal issues” will be held on 26 April at 15.00 – 18.30. The meeting is organised by the LIBE Committee and the Policy Department Citizens’ Rights and Constitutional Affairs with the participation of the National Parliaments and the Odysseus Network.  The Round Table meeting precedes the two day meeting, 27-28 April, of the LIBE Committee which will be considering numerous agenda topics including:

  • Creation of an immigration liaison officers network;
  • The establishment of a joint EU resettlement programme;
  • Discussion concerning the European Refugee Fund; and
  • Institutional aspects of accession by the European Union to the European Convention for the Protection of Human Rights and Fundamental Freedoms.

The final agenda item is a Meeting with UN High Commissioner for Refugees, Antonió Guterres on matters relating to asylum policy, co-chaired by the Committee on Development and the Subcommittee on Human Rights.

Migreurop: Rencontre internationale d’ISTANBUL – “Au programme de cette rencontre seront traités les enjeux et les conséquences des accords de réadmission, la situation dans les camps de rétention pour étrangers dans l’UE et à ses frontières extérieures, ainsi que le rôle de l’agence Frontex. Large espace sera donnée aux discussions sur les actions et revendications des associations, leurs réalisations et possibilités d’intervention.”

EU Conference on Space and Security

One of the decisions taken at last month’s meeting of the Council of Justice and Home Affairs (JHA) was a decision concerning EUROSUR (the European Surveillance System)  and GMES (Global Monitoring for Environment and Security) where the Council agreed “[…] To invite the Commission to report before the end of 2010 on how the conclusions of the Global Monitoring for Environment and Security (GMES) border surveillance group on common application of surveillance tools, such as satellites, could be implemented in the EU land and sea borders”.

On 10 and 11 March the Spanish EU Presidency is sponsoring a Conference on Space and Security in Madrid.  “The Conference seeks to facilitate a structured dialogue amongst all actors involved in Security-related Space matters embedded in two main programmes: GMES and SSA…. The aim is to build upon the status of discussions on these two programmes in Space Council Resolutions, in GMES Communications from the European Commission and in GMES-related Conferences of previous EU Presidencies (Graz, Munich, Lisbon, Portoroz, Lille, Prague and Stockholm).”

As noted in a Draft Input Paper posted on the Conference web site, one of the topics under discussion is a focus on the security aspects of space monitoring:  “[S]ince its inception, the security element of GMES focused on environmental applications and, to a much lesser extent, civilian security applications. Reflecting on current political dynamics, GMES stakeholders are now taking initiatives to strengthen the ‘S’ in GMES by creating synergies between civilian and military actors.”

“The 2008 EU Council Conclusions on GMES call on the Commission to foster the implementation of GMES security related services to support the related European Union policies. (Council Conclusions on Global Monitoring for Environment and Security (GMES): “Towards a GMES programme”, 16722/08 of 2 December 2008.)  Border surveillance, maritime surveillance and support to EU External Action have been identified as priority areas for action.”

Conférence-Débat: Frontex : guerre aux migrants, 24 mars, Bruxelles

La Ligue des droits de l’Homme en collaboration avec Progress Lawyers Network présentent, conférence-débat Frontex : guerre aux migrants.

“Bien qu’opérationnelle depuis 2005, Frontex, dont les compétences et capacités sont sans cesse renforcées, reste pourtant méconnue du public. L’objectif de la conférence-débat tend dès lors à mettre en lumière son existence, ses compétences et les conséquences de ses opérations en termes de violation des droits fondamentaux des migrants.  Pour aller au-delà du simple constat, différentes pistes seront abordées, tant d’un point de vue juridique que politique, afin de mettre sur pied un plan d’action contre ce dispositif des plus inquiétants.

Une conférence-débat avec Selma Benkhelifa, avocate chez Progress Lawyers Network, Hélène Flautre, parlementaire européenne et membre de la Commission LIBE, Violeta Moreno Lax, chercheuse et doctorante à l’UCL et Claire Rodier, GISTI (France) et vice-présidente de Migreurop.”

Frontex Presentation at European Defence Agency Annual Conference

Rustamas Liubajevas, Head, Frontex Joint Operations Unit, presented a lecture entitled “Frontex within integrated Border management concept – Structural approach in planning capability” at the recent Annual Conference of the European Defence Agency.

Conference de l’Ucad: «Migrations entre le Sénégal et l’Espagne: défis et opportunités»

“Les premières journées hispano-sénégalaises qui portaient sur le thème « Migrations entre le Sénégal et l’Espagne : défis et opportunités » ont été clôturées, … à Dakar. Une occasion saisie par le Pr. Saïdou Nourou Tall, vice doyen de la Faculté des Sciences juridiques et politiques de l’Ucad, par ailleurs coordonnateur du Master du droit des migrations pour faire le diagnostic du dispositif du Frontex (dispositif de lutte contre l’émigration clandestine)…. le Pr. Saïdou Nourou Tall a déclaré …« On a fait un diagnostic, beaucoup de choses ont été faites. Mais il existe un certain nombre de problèmes dans ce dispositif du Frontex qui nous interpelle tous », a-t-il précisé. Est-ce que les milliards que reçoivent nos gouvernants dans la lutte contre cette émigration clandestine atteignent les cibles », s’est-il interrogé. Pour lui, le constat illustre la recrudescence du phénomène de l’émigration clandestine. La solution, de l’avis du coordonnateur du Master des Migrations de la faculté de Droit, est de « promouvoir l’unité africaine ». Pour cela, a-t-il dit, « il faut faire de l’Afrique un grand marché où les Africains trouveront du travail sans être obligés de risquer leur vie sur des pirogues de fortune ».”

Workshop: “The Human Costs of Border Control in the Context of EU Maritime Migration Systems”

VU University Amsterdam held a three day Exploratory Workshop in October 2009 on “The Human Costs of Border Control in the Context of EU Maritime Migration Systems.”

Executive Summary of the Workshop’s Goals:

“The ongoing European harmonisation of migration and border control policies has as a side-effect unclear, but definitely rising numbers of fatalities at European borders (different estimates suggest anything between 1.000 and 10.000 annually). This process has considerable consequences for EU institutions, governments, the administrations of EU Member States, for migrants and people assisting migrants, and neighbouring countries. The consequences are diverse in nature, concerning policy, institutions, social cohesion and conflict, and law. However, while these consequences of the Europeanisation of migration policy are the subject of numerous academic studies, until now, the human costs of border control has received only isolated academic attention. There are insufficient data, and a comprehensive analysis is lacking. This workshop aims at bringing together leading European academics from different disciplines working on this issue. The immediate aim of the workshop is to integrate the analyses of those academics, with a view to developing a comprehensive analysis. The ultimate aim is to create a network engaging in comprehensive data gathering and analysis, leading to concrete suggestions to limit the undesirable side-effects of European migration policies.”

Conference: ‘Explaining the Stockholm Programme: Changes and novelties on Immigration and Criminal Justice Cooperation and importance for the UK’ (29 Jan 2010)

“The Centre of European Law together with the generous support of the Representation of the European Commission in the UK are organising a major conference on the Stockholm Programme entitled ‘Explaining the Stockholm programme: Changes and novelties on Immigration and Criminal Justice Cooperation and importance for the United Kingdom.’

By December 2009, the European Council will have adopted the new multiannual programme on Justice and Home Affairs, better known as the Stockholm programme. This programme will have substituted the previous Hague programme adopted on 5 November 2004, which was itself a continuation of the Tampere programme adopted in 1999. The new Stockholm programme will have been adopted under the current Swedish Presidency.

The objective of this conference is to inform academics, practitioners, policy makers and the civil society in general about the Stockholm Programme. It will explore its strengths and weaknesses, particularly with regards to immigration and criminal justice co-operation, and on the role that the United Kingdom will play in these areas at a European level in the future.”

Maritime Security and Defence Conference (Conferences)

The biennial Maritime Security and Defence conference will be held 30 September to 2 October 2009 in Hamburg.

Among the scheduled presenters is Rear Admiral (UH) Salvatore Ruzittu from the Italian Navy who will speak about the situation in the Mediterranean region and the stream of migrants from Africa.

Accem and the Refugee Law Reader are holding the 4th Refugee Law Colloquium which will focus on the development of Phase II of the Common European Asylum System. The objective of the Colloquium is to bring together international experts from the worlds of academia, policy and practice with advanced students (MA, LLM and PhD level) to examine major current issues in refugee law, and the research needs which they reveal. It is designed to provide a picture of international refugee protection obligations of States and their observance thereof, as well as the rights of individuals in need of international protection. These two perspectives, state obligations and individual rights, provide the pivotal points of the Colloquium.
