Details from Frontex General Report 2009 (Post 2 of 2)

Last week I posted a summary of the first part of Frontex’s 2009 General Report.  This second post summarizes the portion of the Report pertaining to Frontex’s sea operations.

The General Report 2009 provides selective information regarding the six major Joint Operations conducted at the sea borders.  With only one exception, no information or data is provided regarding the specific numbers of intercepted migrants or vessels.

Instead of numbers, the Report provides various descriptive terms which could mean almost anything.  For example, Operation Hera led to a “drastic decrease of migrants,” during Operation Nautilus there was a “remarkable decrease” in migrants, and during Operation Hermes, the numbers of migrants arriving and dying at sea “decreased dramatically.” The one exception is for Operation Indalo where the Report states that 750 irregular migrants and 10 facilitators were detected.

When desired, the Report provides details and numbers.  For example, Operation Poseidon utilized 4 open sea vessels, 6 coastal patrol vessels, 13 coastal patrol boats, six airplanes, 4 helicopters, and 152 experts who delivered 2680 man days of operational activities, but no data regarding the total number of irregular migrants intercepted at sea is provided.

Here is a summary of the information provided in the Report for each of the six major Joint Operations:

Poseidon 2009, Eastern Mediterranean (365 Days)

Poseidon was conducted along land borders as well as at sea.  Interpreters were deployed on board ships to facilitate the identification process of intercepted migrants.  Less than 10% of the interviewed migrants claimed their original nationality.  There was an overall reduction in migrant flow of 16% (land and sea) compared to 2008.  “The main operational objectives of the joint operation were achieved but there is a clear need for closer cooperation between local authorities.”

Hera 2009, Atlantic Ocean waters between North Western African countries and Canary Islands (365 Days)

Due to the permanent implementation of Joint Operation Hera and better cooperation from “involved African countries”, there was a notable reduction in migrants reaching the Canary Islands, 2280 in 2009 compared with 9200 in 2008.  Aerial and maritime surveillance conducted close to the territory of Senegal and Mauritania and local cooperation from police led to the decrease in migrants.  “Despite these clear successes, participation of more member States would greatly increase effectiveness and outcomes.”  [NF- While the Report does provide migrant arrival data for the Canary Islands, it is silent on the number of migrants intercepted at sea or within Senegal or Mauritania.]

Nautilus 2009, Central Mediterranean (172 Days)

There was a remarkable decrease in migrant arrivals in Malta.  A “significant obstacle to the effectiveness of the Joint Operation lay in the contrasting interpretations of the International Law of the Sea by Member States….”  The effectiveness of the operation compared with 2008 was not improved.

Hermes 2009, Central Mediterranean (184 Days)

“Due to the bilateral agreement between Italy and Libya, the number of people arriving from Libya, as well as the number of migrants died at sea, decreased dramatically….”  “In addition, the first examples of co-operation with Algeria should also be considered as promising.”  As with Nautilus, “differing interpretations of the International Law of the Sea led to a limited contribution by the Member States to the joint operation by maritime surface means.”  The effectiveness of the operation compared with 2008 can be considered as increased.

Minerva 2009, Western Mediterranean (39 Days)

The launch of the operation was delayed in 2009.  Its effectiveness compared with 2008 has remained the same.

Indalo 2009, Western Mediterranean (50 Days)

The lack of cooperation from Algeria is an obstacle for operational activities.  10 Facilitators and 750 irregular migrants were identified.

And as I noted in my earlier post, Frontex continued to devote the biggest single portion of its expenditures to maritime enforcement.  Almost 40% of Frontex’s total budget, over € 34 million, was spent on sea operations in 2009, constituting 55% of the operational budget.

Maroni: Migration Agreement with Libya is a Success

During an interview yesterday, Italian Interior Minister Roberto Maroni again described the bi-lateral migration agreement between Italy and Libya as effective saying that 850 migrants were successfully intercepted and returned last year.  He contrasted the 850 intercepted migrants with the 37,000 migrants who reached Italian shores in the previous year.  He said that the thousands of would be migrants who have been prevented from reaching Italy have been stopped by Libyan authorities in Libya.  He described this as the “fruit of the cooperation agreement with Libya.” (E’ il frutto dell’accordo di cooperazione fra Italia e Libia.”)

Details from Frontex General Report 2009 (Post 1 of 2)

There is nothing really unexpected in the Frontex General Report for 2009.  If anything, it disappoints with its limited information.

The number of illegal border crossings at EU borders was smaller by a third in 2009 compared to 2008 and Frontex’s budget increased by 25% to € 88.3 million.

Frontex continued to devote the biggest single portion of its expenditures to maritime enforcement.  Almost 40% of Frontex’s total budget, over € 34 million, was spent on sea operations in 2009.  This constitutes 55% of the operational budget.  The Report notes that this cost is due to the high operating costs of ships and surveillance aircraft.

Expenditures for Frontex facilitated return operations sharply increased by 500% in 2009 to almost € 5.5 million.

Limited Information in the Report – The Report explains that Frontex made a decision in 2008 to decrease the level of detail provided in the General Report.  Frontex’s justification is that the Report “is mainly directed towards the general public” and the reduced level of detail “is more suited to this audience.”  This practice was unfortunately continued in the 2009 Report.

General Statistics – Overall there were 106,200 “detections of illegal border-crossings” at EU external land and sea borders in 2009.  This represents a 33% decrease in overall detected crossings relative to 2008, with a 23% reduction of detections at sea and a 43% reduction at land borders.

The reductions are attributed by Frontex to the economic crisis and to bilateral “collaboration agreements with third countries of departure” such as Libya, Senegal, and Mauritania.

Applications for international protection within the EU were 2% fewer in number than in 2008 and were approximately 50% of the 2001-2002 peak when 420,000 applications for international protection were filed.

Cooperation with Non-EU / Non-Schengen Countries – The Report states that cooperation with third countries, including neighbouring countries and countries of origin, is the critical element in “integrated border management.”   It describes Operation HERA as Frontex’s most successful joint operation due to close cooperation with West African countries, particularly Senegal and Mauritania.  On other fronts, “considerable progress” was made with Turkey consisting of Turkey’s appointment of a “first point of contact for Frontex related coordination issues” and preparation of a draft text of a possible Working Arrangement agreement.  “Ad hoc operational co-operation” was pursued when a targeted country was not willing or able to enter into a formal Working Arrangement with Frontex.  An “overriding priority” for Frontex in 2010 is the development of “structured operational co-operation with neighbouring Mediterranean countries.”  The Report acknowledges the existence of the bilateral migration agreement between Italy and Libya, but says nothing about its provisions other than to say that there were “contrasting interpretations of the International Law of the Sea” between Member States.  There is no criticism in the Report whatsoever of the Italian push-back practice.  It is obviously difficult for Frontex to criticise Italy, but was it not possible to note that most people and organizations who have considered the push-back practice have concluded that the practice violates international law?

New Partner Organisations – Frontex formalised a co-operation plan with Europol in October, a Working Arrangement with Interpol in May, a co-operation plan with IOM in February, and made a tripartite agreement with the European Maritime Safety Agency (EMSA) and the Community Fisheries Control Agency (CFCA) relating to maritime surveillance.

Eurostat 2009 Asylum Statistics Released

Eurostat released asylum statistics for 2009 showing that the largest total numbers of applicants were in France, Germany, and UK and the largest per capita numbers of applicants (relative to member state population) were in Malta, Cypress, and Sweden.

From the Press Release:

“In 2009, there were nearly 261 000 asylum applicants registered in the EU27, or 520 applicants per million inhabitants. The main countries of citizenship of these applicants were Afghanistan (20 400 or 8% of the total number of applicants), Russia (20 100 or 8%), Somalia (19 100 or 7%), Iraq (18 700 or 7%) and Kosovo under UN Security Council Resolution 1244 (14 200 or 5%).”

“In 2009, the highest number of applicants were registered in France (47 600 applicants) followed by Germany (31 800), the United Kingdom3 (30 300), Sweden (24 200), Belgium (21 600), Italy (17 500), the Netherlands (16 100), Greece (15 900) and Austria (15 800).  When compared with the population of each Member State, the highest rates of applicants registered were recorded in Malta (5 800 applicants per million inhabitants), Cyprus4 (3 300), Sweden (2 600), Belgium (2 000) and Austria (1 900).”

“In some Member States, a large proportion of the applicants came from a single country. The Member States with the highest concentrations were Malta (60% of the applicants came from Somalia), Lithuania (54% from Russia), Poland (54% from Russia), Hungary (38% from Kosovo under UN Security Council Resolution 1244) and the Netherlands (37% from Somalia).”

Malta Says Frontex Chronos Mission Not Needed Due to Success of Italy-Libya Push-Back Agreement

Malta previously said that it would not host Operation Chronos, Frontex’s annual central Mediterranean enforcement operation, formerly known as Nautilus, due to the recently approved guidelines governing Frontex enforcement operations at sea which require that intercepted migrants be taken to the country hosting the mission under certain circumstances.

But the Times of Malta is reporting that a Maltese government spokesperson said that the decision not to host Frontex is not because of the new guidelines, but is due to Malta’s view that there is no longer a need for Operation Chronos because of the success of the Italy-Libya migration agreement. “The reason why we decided not to take part in this year’s mission is that we feel there is no need for this year’s EU patrol.  We have noticed that, following the introduction of joint patrols by Libya and Italy last year, the number of illegal immigrants reaching Malta has dropped significantly. We feel that, as long as this operation remains in place, there is no real need for another anti-migration mission on behalf of the EU.”

The Times article reports that 84 boats carrying 2,775 migrants arrived in 2008 and that this number was reduced in 2009 to 17 boats carrying 1,475, with the majority of arrivals occurring in the first half of 2009 before the Italian push-back policy was implemented.

Commissioner Cecilia Malmström travels to Rome and Malta this week for meetings with officials on asylum and migration issues.

MSF: Violence sexuelle et migration sur la route de l’Europe

Comme indiqué sur le blog EuroMed-MigrAsyl: Un nouveau rapport a été publié par la section espagnole de Médecins Sans Frontières: “Violence sexuelle et migration: La réalité cachée des femmes subsahariennes arrêtées au Maroc sur la route de l’Europe.”

“Ce document vise à faire connaître la problématique de la violence sexuelle subie par les femmes migrantes d’origine subsaharienne qui arrivent au Maroc alors qu’elles tentent de gagner l’Europe. Au travers des données et témoignages recueillis lors de ses projets d’action médico-humanitaire, Médecins Sans Frontières souhaite contribuer à la recherche d’une réponse globale à cette problématique qui touche toujours plus de femmes, et des femmes de plus en plus jeunes.”

“La violence est toujours présente et dans les mêmes proportions que dans les années précédentes : 39 % des [des migrants subsahariens] interrogés pendant  le recensement ont reconnu avoir subi une agression.”

Thomas More Institute: Towards a Sustainable Security in the Maghreb – An Opportunity for the Region

The Thomas More Institute has released a report, “Towards a Sustainable Security in the Maghreb –  An Opportunity for the Region, a Commitment for the European Union.”  The report was released on 7 April at the “Maghreb and the European Union: Enhancing the partnership for a sustainable security” conference in Brussels.

From the Executive Summary:  “The relationship between Europe and the Maghreb is a complex, multidimensional and somewhat passionate one. The two areas share a common history and are bound by common interests. United against a number of joint challenges (economic development, regional stability, fight against terrorism, migration, sustainable development), it is time for the two shores of the Mediterranean to reconsider the basis for their cooperation. [***] The EU is well aware of what is at stake and must now look for ways of making a more active commitment in the region, particularly on sensitive issues such as human rights and migration. [***] The question of migration, which extends as far as the Sahelian area, is another area of cooperation which needs to be looked into in more depth, since the EU’s policy of limiting migratory flows can no longer be restricted to the northern border of the Maghreb. Reinforcing the role of the European agency FRONTEX throughout the area, for example by opening regional offices and assigning resources, is one possible solution. Intensifying efforts to coordinate development assistance policies between the EU and Maghreb countries to help Sub-Saharan African countries that represent sources of immigration is another solution that should not be ignored.”

A further excerpt: “A need for increased cooperation between the European Union and the Maghreb – Europe’s policy on migration is based on the principle that the great era of mass migrations is over, replaced by a new international division of labour, whereby a foreign workforce is substituted for the national workforce, and by policies that involve returning and rehabilitating non-Europeans in their countries of origin and internal mobility for Europeans within an area with no interior borders. European countries – and the Community, followed by the EU – concentrated their efforts on border control, in a securitarian view dictated by the migratory risk and concerns about the challenges of integration. Schengen relegated the countries of the Maghreb, and others, to the status of “outsider countries”, with which human circulation is restricted. This logic was maintained by the militarisation of borders which started in 1988 when barriers were built around the Spanish enclaves of Ceuta and Melilla, then as of 2002 by the installation of the Integrated System of External Vigilance (SIVE) around Gibraltar and later along the Spanish coasts – including the Canary isles – comprising twenty-five detection points, a dozen mobile radar and ten or so patrol units. The attacks perpetrated on September 11th reinforced the security component and, following the creation of FRONTEX (European Agency for the Management of Operational Cooperation at the External Borders) in 2005, other areas were militarised, with preventive sea and air patrols in the Mediterranean and even in the Atlantic, near the Canary isles. The EU also provides its members with technical assistance. [***] The Maghreb has made a real effort to contribute and cooperate with the EU in the fight against immigration.  In February 2004, Morocco and Spain started joint patrols and in 2008, cooperation was reinforced by improving controls in the ports of Tangier and Algeciras.  According to the Spanish authorities, the result was an overall drop of 60% in illegal immigration originating in Morocco between 2007 and 2008.  The decrease in illegal Moroccans was reportedly around 38%. However, reinforced controls caused a shift in migratory routes. According to the Italian Ministry of the Interior, the number of illegal immigrants arriving in Italy by sea rose by 75% between 2007 and 2008. 14 000 people arrived in Italy illegally in 2007, whereas the figure was in excess of 40 000 in 2008. Following the signature of the Benghazi treaty between Italy and Libya on 30th August 2008, Italy obtained greater assistance from Tripoli in the form of bilateral cooperation on illegal immigration and the application of the December 2007 agreement on joint patrols off the Libyan coasts, plus the installation of radars by Finmeccanica at Libya’s southern borders.”

Italian Prosecutor Brings Charges Against Heads of Immigration Directorate and Guardia di Finanza in Connection with Push-Back Operation to Libya

The Syracuse Prosecutor’s Office (La Procura della Repubblica di Siracusa) has brought criminal charges against Rodolfo Ronconi, the head of the Italian Immigration Directorate and Border Police (la direzione centrale dell’immigrazione e la polizia delle Frontiere) and Vincenzo Carrarini, the head of the Finance Police (Guardia di Finanza) in connection with the forcible return of 75 migrants who were intercepted at sea in international waters by a Guardia di Finanza ship in August 2009 and returned to Libya pursuant to the Italy-Libya migration agreement.

Charges were not brought against individual Guardia di Finanza military personnel who carried out the interception and push-back of the migrants on the grounds that they were acting under orders from superiors and that those orders were not manifestly illegal (per ordini superiori non manifestamente illegittimi).

The charges allege that the two officials were complicit in private violence (concorso in violenza private).  According to the Prosecutor’s Office, the charges are not based on the act of refoulement, but rather are based on the failure to apply Italian law.  After being intercepted, the 75 migrants were brought aboard the Guardia di Finanza ship which then transported them to Libya.  According to the Prosecutor, Italian laws applied once the migrants were taken onto the Guardia di Finanza ship because the ship is the equivalent of Italian territory.  The charges are based on allegations that the migrants were taken to Libya against their will and were denied access to procedures for the protection of refugees and prevented from exercising other rights available to them under domestic law and international law incorporate within domestic law.

At least nine similar interdiction operations were conducted by Italy in 2009 in the Channel of Sicily which resulted in the forcible return of at least 834 migrants to Libya.  The first such interdiction operation in May 2009 is at issue in the case of of Hirsi and others v Italy, Requête no 27765/09 now pending before the European Court of Human Rights.

The other interdiction operations consist of the following:

  • 7 May – About 230 migrants intercepted in three boats in the Strait of Sicily and returned to Libya.
  • 8 May – A boat with about 80 people in difficulty off the coast of Libya was towed to Tripoli.
  • 10 May – A naval patrol returned more than 200 people to Libya who were intercepted in the Channel of Sicily.
  • 19 June – A boat with 76 migrants near Lampedusa, intercepted by a Coast Guard patrol, and the immigrants, including women and children, were then transferred to a Libyan patrol boat and returned to Tripoli.
  • 1 July – 89 migrants (including 9 women and 3 children) located on a raft about 30 miles from Lampedusa were taken on board a Navy ship and transferred to an Agip oil platform off the coast of Libya. From there a Libyan patrol boat took them to Tripoli.
  • 5 July – About 40 migrants rescued near Lampedusa by a patrol boat of the Guardia di Finanza.  Many of whom were later reported to be in Tripoli.
  • 29 July – A boat with 14 people was rescued by a patrol boat of the Guardia di Finanza. Passengers were taken to Tripoli.
  • 30 August – A boat with 75 migrants on board (among them 15 women and 3 children) was intercepted south of Capo Passero. Passengers were transferred to a patrol boat of the Guardia di Finanza and returned to Libya.

Maroni: Italy’s Push-Back Agreement with Libya Has Resolved Italy’s Migrant Problem

Roberto Maroni, Italy’s Interior Minister, speaking to the Italian Parliament’s Schengen Committee, said that as a result of Italy’s 2009 push-back agreement with Italy, migratory flows have been mostly diverted to the west to Spain and to the east to Greece.  According to Maroni, to the extent that migrants are reaching Italy by sea, they are doing so by routes from Tunisia and other countries, but not from Libya.  Maroni said that “this resolves Italy’s problem, but not Europe’s problem.” [“Questo risolve i problemi dell’Itala, ma non dell’Europa.”]

According to Maroni there has been a 96% decrease in the arrival of irregular migrants in Italy over the first three months of 2010 compared with the same period last year: from 1 January to 4 April there have reportedly been 170 arrivals compared with 4,573 arrivals over the same period in 2009.

Maroni praised the push-back agreement by saying “We’ve had 28,000 fewer arrivals [since its May 2009 implementation] and we’ve saved countless lives. It’s an unprecedented and concrete achievement which is the result of Berlusconi’s diplomacy and the agreement he struck with Libya.”.

IMO Biannual Reports on “Unsafe Practices Associated with the Trafficking or Transport of Migrants by Sea”

The International Maritime Organization (IMO) has been collecting data on “unsafe practices associated with the trafficking or transport of illegal migrants by sea” since 1999.

Two times a year it releases a biannual report regarding incidents which are reported to the IMO by Member Governments.  The IMO describes the basis for the reporting as follows: “The Maritime Safety Committee, at its seventieth session (7 to 11 December 1998), in approving MSC/Circ.896 on Interim measures for combating unsafe practices associated with the trafficking or transport of illegal migrants by sea, invited Member Governments to promptly convey to the Organization reports on relevant incidents and measures taken to enable the updating or revising of the circular.”

In recent years (and perhaps since 1999), by far most of the reported incidents are provided by Greece.  Italy and Turkey have only reported a small number of incidents in recent years.  It is clear that most Member Governments do not routinely provide data for these biannual reports.

Even though a substantial number of incidents are not being reported and are therefore not documented in the reports, the biannual reports do contain an extensive amount of information dating back to 1999 regarding 2,030 incidents where 77,853 migrants were rescued or intercepted.

The reported data, when provided, include:

  • Ship’s name or description
  • Date and time of incident
  • Position of incident
  • Description of incident
  • Measures taken
  • Migrants (number and nationality; gender; adults/minor)

UNHCR Reports 50% Reduction in African Migrant Flow to Yemen

UNHCR reports a significant decline in the numbers of migrants travelling by sea from the Horn of Africa to Yemen.  UNHCR said that “violence within Somalia could be preventing many would-be migrants from reaching their port of departure.  An estimated 9,400 people from across the Horn of Africa have reached the shores of Yemen since the beginning of this year, compared to nearly 17,000 between January and March 2009….”

Público: La llegada de inmigrantes en cayucos a España ha caído hasta mínimos históricos

«La llegada de inmigrantes en cayucos o pateras a España ha caído en los últimos meses hasta mínimos históricos. Entre enero y febrero de este año hubo sólo 126 detenciones, por 1.432 en el mismo periodo de 2009, lo que supone un 91,2% menos. Es el arranque de año con menor migración marítima desde que el Ministerio del Interior empezó a contabilizar losdesembarcos, en 1999. »

Apdha: Nuevo Informe “Derechos Humanos en la Frontera Sur 2009”

La Asociación Pro Derechos Humanos de Andalucía viene realizando desde 1997 un seguimiento de la evolución de los flujos migratorios referidos a España y de las políticas desarrolladas por la Unión Europea y los sucesivos gobiernos españoles para abordarlos y en general reprimirlos y contenerlos….

Según los datos de la APDHA [Asociación Pro Derechos Humanos de Andalucía] viene, 8.728 personas han sido detenidas al llegar a las costas españolas durante el año 2009, trescientas más que las que recuenta el Ministerio del Interior. En todo caso, ello supone un descenso en las llegadas por esta vía de más del 45% con respecto a 2008, cuando las detenciones alcanzaron la cifra de 15.572 personas….

Sobre un 30% de las personas que intentan llegar a nuestro país, finalmente lo consiguen… Por tanto, las cifras de personas interceptadas sólo reflejan una parte de la realidad. … [L]as cifras aportadas por el Ministerio del Interior no se reflejan el número de personas interceptadas en las costas africanas. Estas son, cada vez más, otro de los resultados del control de los flujos migratorios que la política de externalización ha trasladado a los países africanos. Resulta difícil concluir cuántas personas son interceptadas en la aplicación de estas políticas de externalización en las costas africanas o aledaños.

La APDHA, con muchas dificultades, ha seguido informes de la operativa Frontex, de la Marina Nacional Argelina, de la Gendarmería marroquí y de su Gobierno, o de la policía costera mauritana. Pocas cifras proporciona la guardia costera de Senegal, por no referirnos a Guinea, Gambia o Cabo Verde. Pero de todo ello, desde la APDHA hemos llegado a la conclusión que no menos de 11.000 personas han sido detenidas en las costas africanas a lo largo de 2009, alcanzando así la cifra de 19.728 personas detenidas intentando llegar a España durante el 2009.

Insistimos en que todas estas cifras no son sino un reflejo de la realidad, que ponen de manifiesto dos cuestiones: un acusado descenso de los flujos migratorios que, paradójicamente, se solapan con un acusado incremento de las razones que obligan a la emigración….

La vigilancia de las costas es cada vez más férrea por parte de Mauritania, Senegal o Marruecos. Pero a ello hay que añadir el efecto de la implementación de crecientes y férreos controles en las fronteras que cercan el Sahel que tienen sin duda, a nuestro modesto entender, mayor importancia que los propios controles en las costas y aguas por parte de España y el Frontex….

En todo caso, no está de más resaltar aquí que esos procesos de externalización y creciente militarización de las fronteras africanas están provocando graves sufrimientos y violaciones de derechos en las mismas. La APDHA reivindica que el respeto a los derechos humanos, también en las fronteras, no puede obviarse por razones de control de las migraciones. Y entre ellos, sin duda, se encuentra el derecho a salir y regresar al propio país, tal como recoge el art. 13.2 de la Declaración Universal de los Derechos Humanos….”

Research Suggests 30,000 Drowning Deaths Since 1988 in Aegean and Mediterranean

The Turkish newspaper Today’s Zaman reports that “Research conducted on migration patterns by a group of journalists has revealed that more than 34,000 illegal migrants drowned in the Aegean and Mediterranean seas between 1988 and 2009.”

“The period covered in this latest report, the years 2007 and 2008, is characterised by the accentuation of the migratory trends described in previous reports1: emigration from South and East Mediterranean countries (SEM) is continuing at a steady rate, while immigration to these countries is increasing, particularly in various irregular forms. Transit Migrants

Transit migrants in the SEM countries are people who cannot reach the destination of their choice (Europe) for lack of the required visa. They are waiting to find a way to reach this destination and over time their transit becomes stay. All the SEM countries, from Mauritania in the west to Turkey in the East, have, over the course of the last two decades, been transformed into transit countries for those travelling to Europe.

How many transit migrants are there in the SEM countries? The statistics in this area are even more inadequate than those for de facto refugees or irregular migrant workers. Aggregating figures provided by the police and various NGOs allows for a maximum estimation of 200,000 transit migrants in the region (Table 7).

According to data collected by an Italian NGO on deaths and disappearances at sea (Table 8), it would seem that the number of clandestine sea crossings from SEM countries to Europe is not increasing (in fact it may even have decreased in 2008) but the routes are changing. The most ancient route across the Straits of Gibraltar is being used less and less and has been successively replaced by that from Mauritania, or even Senegal, to the Canary Islands (on which traffic peaked in 2006), from Turkey to the Greek Islands of the Dodecanese (on which traffic peaked in 2007) and lastly from Libya to Italy on which traffic peaked in 2008).

How many transit migrants are there who attempt (sometimes successfully) the crossing to Europe? And for how many does transit in the SEM countries become a more long period of stay? The rare surveys carried out in the Maghreb or in Turkey do not allow us to assess this. With the extension of their stay in countries initially seen as a place of transit, transit migrants soon become mixed up with the more significant mass of migrant workers in irregular situation. On the other hand, it is not always possible to distinguish them from refugees. The two groups exist side by side in what the HCR calls flows of “mixed migration” where transit migrants and refugees, sometimes from the same countries of provenance, resort to the same smugglers and find themselves in the same circumstances.
